How to get some to you a favour: Rapport first, Ask second

I rarely have a week without receiving mails from recruitment agents I never have spoken to and never have had a meaningful online dialogue with. Most of the mails aren’t relevant at all but ends with asking me to recommend somebody else for the role.

Why do so many recruitment agents fail to realise that you can’t ask for something from someone when you haven’t first established any sort of rapport or relationship and do recruitment agents really think I will recommend them after they have sent unsolicited mail that had no relevance?
